A Leesburg man was arrested with cocaine and marijuana after police stopped him for not having lights on his bicycle.
An officer responded to a bicycle violation at the 1100 block of East Magnolia Street around 10:25 p.m. Sunday, according to an arrest report from the Leesburg Police Department.
Upon arrival, the officer spoke to the arresting officer who had initiated a traffic stop on 48-year-old Andre Napolian Waters. The report said he had been traveling on a bicycle without visible lights equipped to the back of it.
When the arresting officer made contact with Waters, he quickly turned his bike toward the officer’s vehicle and faced him. He then tried to reach inside a black pouch that was connected to this waist, the report said.
The arresting officer commanded Waters to keep his hands visible and advised him not to reach into the pouch. In response, Waters became irate with the officers. He yelled at them and stated he was “trying to show his ID.” He refused to obey lawful orders as he continued to reach inside the pouch, the report said.
Due to safety concerns, the officers attempted to place Waters in handcuffs. He began to physically resist by tensing both of his arms and attempting to pull away from the officers’ grip, the report said.
Even after he was detained, Waters continued trying to reach inside the pouch. Officers prevented this action by pulling his arms upwards, causing a plastic baggie containing what appeared to be a white rock-like substance to fall out of the pouch, the report said.
Waters was then placed under arrest and taken to the front of a patrol vehicle to be searched, the report said. During this, a small plastic baggie containing a green leafy substance was found tucked inside the waistband of Waters’ shorts. Inside the pouch, officers discovered a black glucose meter test strip container with a white rock-like substance inside.
All of the substances were tested at the scene. The white substance weighed in at a total bagged weight of 7.6 grams and tested positive for cocaine, while the green leafy substance weighed in at a total bagged weight of 1.3 grams and tested positive for marijuana.
Waters was subsequently charged with resisting arrest without violence and possession of cocaine and marijuana. He was transported to the Lake County Jail after completing the booking process and released after posting $4,000 bond.
